An assessment of actual buildings indicated that 50% below ASHRAE/IES Standard 90.1-2001 is not so difficult to achieve for warehouses. Consequently, the 25-40% sliding scale was not permitted to reduce the potential for "free riders"—those who would qualify for the deduction without any action.
